The online manual photo is so old and faded I can't see the reference points where I need to measure to set the 13mm. Appreciate it!

Thanks, thats a better picture. Still want to verify the 13mm is from flat horizontal carb body to the top of the float with the float tab just touching the float needle.

Yes, on all Honda bikes I've owned, the distance is from the carburettor flat that the float bowl bolts to.

Always measure horizontally so that gravity doesn't work against you. I find clamping lightly in a vice at around 45 degrees helps set these accurately, you can also check the bronze seal around the inlet by use of pressurising (by mouth) and moving the bank of carbs around.
